Mission Rock is a transformative 28-acre mixed-use development along San Francisco’s waterfront. Led by the San Francisco Giants, Tishman Speyer, and the Port of San Francisco, the development aims to revitalize the area with 2.8 million sq. ft. of office, retail, and residential space, including 40% affordable housing. The project also features 8 acres of public open space, including the 5-acre China Basin Park, and emphasizes sustainability through initiatives like a district-scale Blackwater Treatment System and a District Energy Utility Plant.
BKF Engineers has played a pivotal role in delivering civil engineering and infrastructure planning for this multi-phased urban infill project. Our team led site-wide grading and utility design, including the use of lightweight cellular concrete to address settlement risks and support long-term resiliency. We developed a comprehensive 3D model to coordinate grading and utility systems across disciplines, and prepared phased Tentative Maps, CEQA documentation, and Basis of Design reports.
Planning & Due Diligence: BKF assisted with a site wide review of proposed infrastructure and the potential impacts and possible mitigations the project will face. Additionally, BKF provided support in the development of the project EIR and helped produce technical documents throughout the CEQA process.
Infrastructure Plan: Building on project planning and due diligence, BKF worked with City and Port agencies to develop and secure approvals for the Mission Rock Infrastructure Plan, which defines public benefits, ensures conformance with City standards, and details grading, utility, and resiliency improvements to address sea-level rise.
Site Design: BKF designed wet utilities, grading, drainage, streetscapes, and stormwater systems to support district energy and blackwater treatment for non-potable reuse, while relocating Terry A. Francois Boulevard and utilities through phased coordination. The firm also planned public streets, bike facilities, and open spaces with an emphasis on sea-level rise resiliency and sustainable urban design.
Utility Master Plans: BKF prepared detailed designs and coordinated approvals for Utility Master Plan reports outlining sewer, grading and drainage, low-pressure water, recycled water, and stormwater management systems.
Construction Documents: BKF led the development of construction documents and specifications with a multi-disciplinary team. Scope included grading for lightweight fill, public and private utilities, recycled water, district energy systems, and stormwater treatment, detailed through plans, profiles, and technical sections.
Permitting: BKF led the permitting of public and private improvements across multiple plan sets with City and Port agencies. We also facilitated design discussions and developed solutions that met the goals of all stakeholders.
Construction Administration: BKF supported the Phase 1 construction administration process through submittal reviews, field observations, responding to contractor questions, and participating in weekly meetings.
Survey: BKF’s Surveying team supported the project during design and construction, providing topographic surveys and construction staking services that ensured precise coordination between the horizontal infrastructure and vertical building designs. During construction, BKF performed staking for key foundation elements, supporting the project’s complex, multi-phase buildout.
