Overview

BKF supported the San Bernardino Council of Governments (SBCOG) in the development of a comprehensive Street Vendor Toolkit designed to assist local jurisdictions with implementing and managing street vending regulations. The project combined planning expertise, community engagement, ordinance analysis, and graphic communication strategies to create user-friendly resources that addressed operational, permitting, and enforcement challenges associated with street vending throughout San Bernardino County.

BKF assembled a multidisciplinary team of planners, engagement specialists, and GIS professionals with extensive Inland Empire experience and direct knowledge of street vendor and mobile food facility regulations. The Street Vendor Toolkit project included research and policy analysis, stakeholder outreach, multilingual engagement efforts, GIS-based mapping support, and development of visually accessible toolkit materials and graphics. BKF’s approach focused on balancing economic opportunity, public health and safety, and equitable implementation strategies to support local agencies and improve quality of life for residents and businesses throughout the region.
