BKF supported the transformation of the historic Bilger Quarry site into Oakland’s largest retail development, delivering civil engineering, surveying, and entitlement services from the earliest planning stages through final construction. The 400,000‑square‑foot commercial project sits at the convergence of the Oakland Hills and the vibrant Rockridge and Temescal neighborhoods, creating a major retail destination anchored by a mix of shops, restaurants, and community‑serving amenities. The development incorporates surface parking lots, rooftop parking above the Safeway store, and a three‑level garage situated above additional commercial space, maximizing land use on the complex, multi‑elevation site.
Throughout both phases of the project, BKF provided mapping and site survey services, prepared entitlement and design development documents, and coordinated all site permits and off‑site improvements. Our work included street and intersection upgrades throughout the project vicinity, supporting safe and efficient access for vehicles, pedestrians, and cyclists.
