In 2018, SFPUC approved the Biosolids Digester Facilities Project (BDFP) to replace and relocate outdated facilities with modern technologies that transformed the plant into a resource recovery facility. The project located new digesters farther away from existing residences, reduced odors, and made visual improvements in and around the plant. BKF provided Qualified SWPPP Practitioner (QSP) services from November 2020 through 2023 to assist the contractor in meeting compliance with the requirements of the State of California Water Resource’s Control Board’s Construction General Permit. The BDFP was part of SFPUC’s first phase of their $2.9B Sewer System Improvement Program, which comprised of 70 projects all over the City of San Francisco. This critical upgrade was a major step in modernizing San Francisco’s aging sewer system.
