Overview

BKF Engineers provided a full suite of civil engineering and land surveying services for the Prime Data Center SMF01-02 project in McClellan Park, Sacramento County. The project involved transforming a 3.1-acre paved parking lot into a 150,000-square-foot, two-story data center delivering 18 MW of critical IT power at full build-out. 

To support site planning and entitlement documentation, BKF conducted a topographic survey and existing condition assessments. Then, the team advanced the project through schematic design, entitlement support, design development, and full construction documentation. Additionally, site redevelopment included demolition of existing infrastructure and the design of new facilities such as a loading dock, trash enclosure, fire lane, parking areas, and utility systems tailored to the operational needs of the data center. BKF also coordinated off-site improvements, including new driveway curb cuts and utility laterals to connect the facility to public infrastructure. 

Utility and infrastructure design were central to the project’s success. BKF designed and coordinated water, fire, sanitary sewer, and storm drain systems to meet the high-capacity demands of a mission-critical facility. Utility layouts were optimized for redundancy and uninterrupted service, with fire lane and hydrant placement aligned with fire flow testing to ensure emergency access. Overall, the infrastructure was also planned to support phased construction and future scalability. 

To meet Sacramento County and RWQCB requirements, BKF developed a Stormwater Pollution Prevention Plan (SWPPP), performed stormwater programming, and prepared a Level 4 drainage report. During construction, the team provided CalGreen building support and Qualified SWPPP Practitioner (QSP) services to ensure environmental compliance and sustainable site practices. 

BKF’s coordination with multiple agencies helped streamline approvals and navigate a complex entitlement process, delivering scalable, utility-intensive infrastructure that supports the continuous operation of this high-performance data center.
