BKF is providing civil engineering and planning services for a major waterfront redevelopment program that envisions approximately 4.2 million square feet of new development. The flexible zoning framework allows for up to 3,025 residential units supported by 2 million square feet of commercial, retail, restaurant, light industrial, and arts uses—or, alternatively, up to 3.1 million square feet of non‑residential space with 1,844 housing units. This mixed‑use vision creates a dynamic urban district that blends living, employment, culture, and recreation along the shoreline. The proposed program also includes 1,100 to 2,200 residential units, commercial office spaces, a range of placemaking, cultural, and maker spaces, reuse of three key historic structures, and a network of waterfront open spaces featuring nine acres of waterfront parks, playgrounds, and recreational opportunities.
BKF’s role includes entitlement assistance with a focus on utility impacts and phasing strategies, as well as the preparation of utility master plans that guide long‑term infrastructure needs. The team is planning for sea‑level rise and developing adaptive management approaches to ensure long‑term resilience. BKF developed the site’s Stormwater Management Master Plan, which included a comprehensive infiltration study, buried obstruction mapping, and a conceptual site layout. In addition, BKF is preparing construction documents for backbone roadways and utilities, coordinating both wet and dry utility systems, and supporting review and approval processes with the City, utility providers, and regional and state agencies. These efforts form the foundation for a sustainable, future‑ready waterfront community.
Significant progress has been made on the site, including completion of Phase 1 street and utility infrastructure and renovation of Pier 70 Building 12. The existing shell of Building 12 was transformed into a hub for local makers and producers. The new space includes three floors and 70,000 square feet of dedicated workstations, retail amenities, and collaborative work areas. BKF supported this effort by providing 3D scanning and modeling services to guide the renovation process.
