BKF has provided comprehensive surveying and mapping services to PG&E across a wide range of facility types and geographic settings throughout California. Our work has supported property transactions, infrastructure development, system hardening, operational facilities, and phased construction programs. Services have included ALTA/NSPS Land Title Surveys, boundary and right‑of‑way evaluations, topographic and aerial mapping, utility investigations, construction staking, and survey support through design, permitting, and construction.
Property Transactions and ALTA Surveys
BKF supported PG&E during major property sales and consolidation efforts by delivering ALTA surveys critical to due diligence, financing, and transaction closure. Notable examples include the PG&E Headquarters ALTA Survey for the 13‑story office building at 1919 Webster Street in San Francisco, as well as ALTA surveys for the PG&E Rocklin Center and other strategic properties. BKF completed surveys on accelerated schedules, coordinated directly with legal teams representing buyers and sellers, and provided professional input on title matters and boundary conditions, supporting successful transactions and continued client engagement.
Service Centers, Substations, and Operational Facilities
BKF has performed boundary, topographic, aerial, and utility surveys to support PG&E service centers, substations,
and infrastructure facilities statewide. Projects include service center boundary surveys in Antioch, Livermore, and San Carlos; substation expansions such as the Larkin Street Substation Expansion in San Francisco’s Uptown Tenderloin Historic District; and Distribution Control Centers in Rocklin and Fresno. These efforts supported site planning, phased construction, ADA improvements, stormwater compliance, and utility coordination, often within constrained urban or active operational environments.
Construction Support and Phased Site Improvements
BKF has provided sustained construction-phase surveying and civil support for PG&E site upgrades, including projects
in Richmond, Stockton, Rancho Cordova, Oakland, and Marysville. Services included topographic and utility surveys, horizontal control, construction staking, as‑built documentation, and coordination with designers and contractors. Many projects required phased delivery to keep facilities operational, manage utility relocations, and maintain safety and access during construction.
System Hardening, Right-of-Way, and Linear Infrastructure
As part of PG&E’s System Hardening and Undergrounding (SHUG) initiatives, BKF provided right‑of‑way surveying, boundary resolution, LiDAR mapping, and construction support along linear corridors in high‑risk wildfire areas. Over the course of this work, BKF successfully supported routing and mapping for more than 75 miles of infrastructure, coordinating closely with PG&E staff and property owners to gather accurate data and minimize impacts.
Due Diligence and Site Feasibility
BKF has completed due diligence investigations for PG&E property acquisitions and facility planning efforts, including multi‑parcel evaluations in Rocklin/Roseville and a 320‑acre site in Winters for the PG&E Gas Safety Academy. Services included boundary and title review, topographic analysis, utility research, zoning and entitlement coordination, preliminary geotechnical coordination, and preparation of mapping and legal descriptions to support site selection and permitting.
