Overview

​BKF supported the redevelopment of the former Oakland Army Base by providing civil engineering design for a port‑adjacent, rail‑supported logistics center. The project’s design‑build approach required a deep understanding of site constraints, infrastructure opportunities, and the complex processes involved in transforming this historic industrial property into a modern goods‑movement hub. The work focused on upgrading and expanding the existing infrastructure to meet current standards while supporting large‑scale logistics operations.
During Phase 1, BKF contributed to the development of a new rail manifest and support railyard, one million square feet of new warehouse space, new roads and utility systems, and extensive soil stabilization and environmental remediation efforts. The phase also included the creation of a new recycling center to support long‑term sustainability goals.
Phase 2 advanced the project with the design of an intermodal terminal, fifteen acres of truck parking and ancillary service areas, and additional warehouse and logistics facilities. BKF’s work included the rehabilitation of existing roadways and the design of new sewer, water, and storm drain systems. The team also addressed key site challenges such as sea‑level rise, bay mud conditions, and the need for Caltrans encroachment permits, ensuring the facility’s long‑term resilience and operational performance.
