Overview

BKF is providing California Environmental Quality Act (CEQA) peer review and environmental documentation support to The Altum Group for the proposed Coachella Valley Technology Campus, a 450-acre, multiphase technology and data center-oriented development. Given the scale, phasing, and infrastructure intensity of the project, the environmental review requires a high level of technical rigor, regulatory accuracy, and long-term defensibility particularly related to water supply availability and reliability, which is a critical approval factor for large technology campuses and data centers in arid regions.

As part of this effort, BKF is conducting a detailed technical peer review of the CEQA environmental document to verify compliance with the most current State CEQA Statutes and Guidelines. BKF’s review evaluates the accuracy and completeness of the project description, with particular attention to the phased development program and associated infrastructure demands, and assesses environmental impact analyses across all applicable resource areas to ensure potential impacts are clearly, thoroughly, and accurately described. BKF also reviews proposed mitigation measures for regulatory consistency and enforceability and confirms internal consistency throughout the document to support a clear, defensible record for agency review and decision-making.

In addition to CEQA peer review services, BKF is preparing a Water Supply Assessment to support the environmental review and entitlement process for the same development. The assessment evaluates water supply availability and long-term reliability to serve the proposed technology campus and associated facilities, supporting lead agencies in evaluating infrastructure feasibility and compliance with CEQA requirements. By integrating water supply analysis directly into the CEQA framework, BKF helps ensure consistency between environmental documentation, infrastructure planning, and phased project approvals.

Through its combined CEQA peer review expertise and specialized water supply analysis for large-scale technology and data center projects, BKF is helping ensure the environmental documentation for the Coachella Valley Technology Campus provides a clear, comprehensive, and defensible evaluation of the proposed development, supporting informed agency decisions and successful project entitlement over the life of this multiphase campus.
