Emily is the Vice President of Community Development, where she directs a statewide team specializing in long-range planning, housing policy, and agency implementation programs. With more than 15 years of experience in California planning—spanning municipal services, consulting, and policy development—she brings deep expertise in land use, housing legislation, public engagement, and project management. Emily has led numerous General Plan, Housing Element, zoning, and climate adaptation efforts, along with large multi-agency programs such as San Bernardino Council of Government’s REAP 1.0 and 2.0 technical assistance initiatives. A certified planner and active leader in the American Planning Association, she is a frequent speaker at state and national conferences and is recognized for her collaborative, solutions-oriented approach to helping agencies navigate complex regulatory environments and deliver community-focused planning outcomes.

Outside of consulting, Emily enjoys long-distance bikepacking, playing the saxophone, and volunteering with Bikepacking Roots to protect public lands and foster diversity in bikepacking.
