Cliff is a proven executive and professional engineer known for driving both immediate results and long-term strategic success. He served as a Naval Officer in the Navy’s Civil Engineer Corps for more than 29 years, including three operational tours with Naval Mobile Construction Battalions (US Navy Seabees). He commanded the Naval Facilities Engineering Commands (NAVFAC) in Hawaii and Southwest, overseeing planning, design, construction, public works, contracting, environmental, real estate, and energy services supporting Navy and Marine Corps infrastructure across these regions. Prior to joining BKF, he held the positions of Director of Public Works for the City of Santa Barbara and Director of Public Services and Engineering for the City of Coronado. Throughout his career, he demonstrated the ability to lead teams at every level, fostering a culture built on integrity, accountability, clear communication, and a commitment to excellence. Skilled in managing complex projects within tight budget constraints, Cliff excels at risk management and consistently delivers cost-effective solutions. His sustained track record of success has earned him respect across industries as a reliable and visionary leader.
