BKF assisted the Timber Cove County Water District with their Local Hazard Mitigation Plan (LHMP). This is a special district with one water plant that serves the community and critical infrastructure, and community resources need to be protected by mitigation actions in a new single LHMP.
The Project Manager, Emily Elliott, worked closely and efficiently with District staff in the development of the LHMP. Following the Local Mitigation Planning Handbook and BKF addressed the items specified in the Federal Emergency Management Agency (FEMA) Local Mitigation Planning Policy to ensure compliance with FEMA’s mitigation planning requirements as set forth in 44 CFR Part 201, the new Local Mitigation Planning Policy Guide (2022), and the Local Mitigation Planning Handbook. In compliance with SB379 and SB1000, the hazard identification, risk assessment, and mitigation strategy sections of the plan considered the current and future effects of climate change. The LHMP was incorporated into the Safety Element of the City’s General Plan in compliance with AB2140.
As part of the planning process, relevant stakeholders were invited to join the process prior to kickoff and the complete list of key representatives who participated were documented. The planning process also included documenting which existing plans, studies, reports and technical information were reviewed and how they were incorporated into the development/update of the plan.
