Overview

BKF assisted the City of San Bernardino with on call housing services including grant administration services for the Community Development Block Grant (CDBG) Program, Emergency Solutions Grant (ESG), HOME and HOME-ARP and other Federal, State, and local grants.  We also assisted the City with Homekey, and Permanent Local Housing Allocation (PLHA) in accordance with all applicable Federal (including 2 CFR Part 200 Uniform Guidance, NEPA, Davis- Bacon Act, Section 3, BABA) and State of California regulations and policies.

Our team compiled the city’s 2020- 2025 and 2025-2029 Consolidated Plans and Analysis of Impediments to Fair Housing Choice reports. As part of the project, a robust Community Outreach Program was undertaken. The program included all intended HUD recommended agency consultations including social services, homeless services, continuum of care, financial entities, local schools, housing agencies, local government officials, and other key stakeholders.  We conducted a Housing Summit to audit housing needs for the City of San Bernardino. The project required intense data collection and analysis and document preparation as well as a Community Outreach Summary Report, IDIS input, and attendance at city adoption hearings.

In addition, BKF facilitated city staff meetings related to CDBG, HOME, and ESG grant administration and project planning. The team was responsible for HUD compliance, review of sub recipient requests for payments, public facilities project development and progress, HUD reporting, CAPER, IDIS reconciliation, and project set up.
