BKF led the Focused General Plan Update and associated environmental review process for the City of Lakewood, providing planning, environmental planning, community engagement, and GIS services. The effort included updates to the City’s Land Use, Circulation, Conservation, Open Space, Noise, and Safety Elements, as well as preparation of a new Environmental Justice Element. BKF’s team worked collaboratively with City staff to create a streamlined and strategic update that addressed evolving regulatory requirements while preserving the City’s unique suburban character and long-term vision.
The Focused General Plan Update included extensive existing conditions analysis, stakeholder outreach, policy development, GIS mapping, and preparation of CEQA documentation to support adoption of the updated General Plan. BKF’s multidisciplinary team integrated transportation, environmental justice, sustainability, and community accessibility considerations into the planning process while engaging residents and decision-makers through workshops, surveys, and public meetings. The resulting plan guided future development, mobility, housing, and environmental initiatives while supporting equitable and sustainable growth throughout the community.
