BKF, together with its subconsultants, led the development of the Oakley Downtown Vision Master Plan and guided an extensive community engagement process to achieve input and consensus. The resulting improvements transformed the downtown corridor through a coordinated and carefully staged construction effort designed to minimize impacts on residents, businesses, and nearby schools. The project integrated a full suite of streetscape, utility, and multimodal enhancements—including pavement rehabilitation, new sidewalks and bulbouts, curb and gutter improvements, median reconstruction, decorative paving, bioretention areas, drainage and sanitary sewer design, traffic signal upgrades, signing and striping, landscaping, tree wells, lighting, and a new gateway monument.
BKF prepared phased PS&E packages to deliver the project in three continuous stages, supported by nighttime construction to maintain business access and circulation. The team also led community outreach and City Council presentations, completed traffic handling and construction staging plans, coordinated right‑of‑way and utility needs, and provided environmental documentation support. Additional responsibilities included Caltrans E‑76 processing and the analysis and design work needed to ensure pedestrian safety, ADA compliance, and long‑term downtown mobility.
