The Port of Stockton received funding from the Highway Rail Crossing Safety Account (HRCSA) to reconstruct the grade‑separated railroad undercrossing at Navy Drive, a key connection that supports access and goods movement between the Port’s East and West Complexes. As part of the Port’s long‑term master plan, the project improves freight mobility, enhances rail and roadway safety, and supports regional economic activity. The Port selected BKF as the prime civil consultant to lead the multidisciplinary design team and deliver the final construction documents.
BKF’s scope included the replacement of the existing BNSF rail bridge and development of a bridge shoofly to maintain rail operations during construction. The project required extensive coordination among multiple jurisdictions and agencies, as well as detailed alternatives analysis and strategic phasing to ensure constructability. BKF prepared comprehensive staging plans to keep both roadway and rail facilities operational throughout construction, performed hydraulic analysis and storm drain system improvements, and designed modern stormwater treatment facilities. Additional services included utility relocation coordination and preparation of combined Caltrans and BNSF specifications to meet the requirements of all governing entities.
